In 2005&lt;a href="http://www.scotsman.com/news/next_stop_for_bus_depot_opposed_1_969560" target="_blank"&gt; Out of the Blue were evicted&lt;/a&gt; from New St along with their club the Bongo. Local traders and small businesses, New Street Studios, the Sunday Market and numerous crafters and artists were evicted from the old bus depot (now demolished) and Canongate Venture. Fortunately the old Bongo Club found a new home close by within&amp;nbsp; Moray House but OOTB moved to Leith. Edinburgh University, who want to redevelop the &lt;a href="http://www.scotsman.com/lifestyle/comedy/edinburgh_arts_venue_the_bongo_club_told_to_quit_premises_1_2100663" target="_blank"&gt;Bongo club for offices&lt;/a&gt;, already have permission for a significant amount of redevelopment for student accommodation and facilities around the Moray House area.&lt;br /&gt;&lt;br /&gt;In the desperate drive to create more 'events space', tourism accommodation, luxury flats class 'A' shops and offices in the city centre, the council are forgetting to provide for people whose presence create the 'living city centre' used in so much of their promotional material. This strategy was put out to consultation last summer and whilst many support the development of environmental and access improvements to the Canal, concerns were again raised by local residents of the 'planned' developments beside the canal corridor. Any concerns raised about the proposed canal side developments were dismissed as being the subject of Local Plan proposals and development frameworks.&lt;br /&gt;&lt;div class="separator" style="clear: both; text-align: center;"&gt;&lt;a href="http://4.bp.blogspot.com/-JErxupHUfZw/Tym0F5JDZcI/AAAAAAAAAM8/SPXy1GHJogw/s1600/DSCF4851.JPG" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"&gt;&lt;img border="0" height="240" src="http://4.bp.blogspot.com/-JErxupHUfZw/Tym0F5JDZcI/AAAAAAAAAM8/SPXy1GHJogw/s320/DSCF4851.JPG" width="320" /&gt;&lt;/a&gt;&lt;/div&gt;&lt;br /&gt;But is the Local Plan working?&lt;br /&gt;In the&lt;a href="http://www.edinburgh.gov.uk/downloads/file/1991/eclp_written_statement_part_4_chapters_10-11" target="_blank"&gt; Local Plan&lt;/a&gt; the masterplans and development briefs (now more than 5 years old) for Caltongate, Quartermile, and Fountainbridge are identified as the development propsals which will deliver offices, leisure and retail units, tourist and business developments as well as (the only) new housing planned for the city centre. He  understood that urban development depended            on a grasp of environmental context and historical and  cultural tradition and that civic action and evolutionary education was required to redress social justice in our&lt;/span&gt;&lt;/div&gt;&lt;div style="font-family: inherit;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: inherit;"&gt;&lt;span style="font-size: small;"&gt;&lt;i&gt;&lt;span style="font-family: Verdana,Arial,Helvetica,sans-serif;"&gt;'largely Paleotechnic working-towns with their            ominous contrasts of inferior conditions for the labouring majority,            with comfort and luxury too uninspiring at best for the few' (Geddes,            1915).&lt;/span&gt;&lt;/i&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="font-family: inherit;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: inherit;"&gt;&lt;span style="font-family: Verdana,Arial,Helvetica,sans-serif; font-size: small;"&gt;A key advocate in the development of visual arts and traditional crafts, through his work with the Edinburgh Social Union he promoted the &lt;a href="http://www.manchesteruniversitypress.co.uk/uploads/docs/s6_20.pdf" target="_blank"&gt;Celtic revival&lt;/a&gt; and commissioned artists to undertake works of art, murals, drinking fountains which would uplift the spirit and reinforce the public connection with their national traditions and culture. This development in arts and crafts traditions&lt;/span&gt;&lt;span style="font-family: inherit; font-size: small;"&gt; &lt;/span&gt;&lt;span style="font-family: Verdana,Arial,Helvetica,sans-serif; font-size: small;"&gt;&lt;span style="font-family: inherit;"&gt;complemented his programmes for local residents to improve themselves and their local environment&lt;/span&gt;&lt;/span&gt;&lt;i&gt;&lt;span style="font-family: Verdana,Arial,Helvetica,sans-serif; font-size: x-small;"&gt; &lt;/span&gt;&lt;/i&gt;&lt;span style="font-family: Verdana,Arial,Helvetica,sans-serif; font-size: small;"&gt;through participating in childcare, household management and gardening classes&lt;/span&gt;&lt;i style="font-family: inherit;"&gt;&lt;span style="font-size: x-small;"&gt;.&lt;/span&gt;&lt;/i&gt;&lt;br /&gt;&lt;i&gt;&lt;span style="font-family: Verdana,Arial,Helvetica,sans-serif; font-size: x-small;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/i&gt;&lt;br /&gt;&lt;div style="font-family: inherit;"&gt;&lt;span style="font-size: small;"&gt;It was through his development of methodology for survey and analysis, which also recognised the importance of art, heritage and culture, that the '&lt;a href="http://www.scotmark.eca.ac.uk/?research=20&amp;amp;school=7&amp;amp;content=2&amp;amp;parent=6" target="_blank"&gt;conservative surgery'&lt;/a&gt; approach to development and urban renewal was developed and reinforced by those who followed him and had responsibility for managing development in the city&lt;/span&gt;&lt;/div&gt;&lt;/div&gt;&lt;div style="font-family: inherit;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: inherit;"&gt;&lt;span style="font-size: small;"&gt;The importance of the connection between &lt;a href="http://www.guardian.co.uk/healthcare-network/2012/jan/05/public-health-town-planning-bond?newsfeed=true" target="_blank"&gt;public health and environment&lt;/a&gt; is again being recognised as society struggles to find solutions to the current global environmental, social and economic problems.&lt;/span&gt;&lt;/div&gt;&lt;div style="font-family: inherit;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: inherit;"&gt;&lt;span style="font-size: small;"&gt;Geddes is today often celebrated through exhibitions, plaques and books but his influence can also be seen today in the work of his followers in the communities which continue to evolve using his approach. this, along with new rules in Planning to for pre-application consultation, was intended to ensure fairness in the delivery and planning of services but is it being used?&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Last week Edinburgh Council held a Charrette (the new jargon for stakeholder workshop) to engage with community and council about how to improve the Royal Mile. &lt;br /&gt;&lt;div class="separator" style="clear: both; text-align: center;"&gt;&lt;a href="http://1.bp.blogspot.com/-7vvjX6u-WyA/TxbE7tIzunI/AAAAAAAAAMU/3KImD2MCYBI/s1600/strategic+planners.gif" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"&gt;&lt;img border="0" height="320" src="http://1.bp.blogspot.com/-7vvjX6u-WyA/TxbE7tIzunI/AAAAAAAAAMU/3KImD2MCYBI/s320/strategic+planners.gif" width="294" /&gt;&lt;/a&gt;&lt;/div&gt;&lt;br /&gt;These issues and many other urgent issues (lack of affordable and family housing, access to public land and parks, absence of community space closed off roads, management of city centre events, enforcement of planning and licencing policies, temporary uses for gapsites and empty property) have all been raised and discussed at &lt;a href="http://www.edinburgh.gov.uk/info/207/planning-policies/1059/area_development_frameworks/3" target="_blank"&gt;previous charrettes &lt;/a&gt;and focus groups but to date there has been little real action taken.&lt;br /&gt;&lt;br /&gt;Whilst the previous charrette led to a Area Development Framework (ADF) to guide action and development (which includes a proposal to 'develop the Royal Mile Project' as a big project for community engagement and improvements the area) &lt;b&gt;&amp;nbsp;&lt;/b&gt;&lt;br /&gt;&lt;b&gt;This ADF framework is still out to formal consultation until 23rd Jan!&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;The existing consultation process is not meaningful, democratic or productive so it was no surprise then that a number of residents, SOOT supporters and the local Community Council decided to &lt;a href="http://local.stv.tv/edinburgh/news/25144-royal-mile-action-plan-comes-together-after-day-of-discussion/" target="_blank"&gt;boycott the event&amp;nbsp;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Although some who attended claim that the &lt;a href="http://www.scotsman.com/news/scottish-news/edinburgh-east-fife/mission_to_make_edinburgh_s_royal_mile_fit_for_a_king_1_2053521" target="_blank"&gt;event was a success&lt;/a&gt; the outcomes dont appear to be anything very inspired.&lt;br /&gt;&lt;div class="separator" style="clear: both; text-align: center;"&gt;&lt;a href="http://3.bp.blogspot.com/-CfV18gAVBRQ/Txbj3wh8QUI/AAAAAAAAAMk/jKW0K41kxm8/s1600/feb+2011.JPG" imageanchor="1" style="clear: left; float: left; margin-bottom: 1em; margin-right: 1em;"&gt;&lt;img border="0" height="240" src="http://3.bp.blogspot.com/-CfV18gAVBRQ/Txbj3wh8QUI/AAAAAAAAAMk/jKW0K41kxm8/s320/feb+2011.JPG" width="320" /&gt;&lt;/a&gt;&lt;/div&gt;The Neighbourhood team will &lt;i&gt;undertake a 'spring clean' to improve the appearance of particular hotspots&lt;/i&gt; (an annual event has been happening since they were established) and &lt;i&gt;a new Royal Mile manager will be recruited &lt;/i&gt;to manage day to day management (surely the existing City Centre &lt;a href="http://www.edinburgh.gov.uk/info/1539/town_centre_management/1447/town_centre_co-ordinators" target="_blank"&gt;Town Centre Coordinator&lt;/a&gt; and &lt;a href="http://www.edinburgh.gov.uk/info/20056/city_centre_and_leith_neighbourhood/684/city_centreleith_neighbourhood_team/1" target="_blank"&gt;Neighbourhood Manager&lt;/a&gt;s jobs already cover this although clearly not being very effective at implementing improvements)&lt;br /&gt;&lt;br /&gt;Although the charette and planning teams state &lt;i&gt;support for the reuse of vacant property and use of rent controls&lt;/i&gt; to encourage better mix of shops, the councils own economic development and property teams are &lt;u&gt;continuing to sell off assets for demolition, increase rents to long established local shops and encourage any tenant which will generate higher rents!&lt;/u&gt;&lt;br /&gt;&lt;br /&gt;It would seem that others in the city are also feel that councils Charrettes and consultation are no more than a tick box exercise to distract from the bigger issues which people DO want an opportunity to comment on&lt;a href="http://www.scotsman.com/news/politics/edinburgh_to_privatise_2_000_council_jobs_1_2055138" target="_blank"&gt;&lt;/a&gt; (like &lt;a href="http://www.business7.co.uk/business-news/scottish-business-news/2012/01/13/mitie-set-to-win-edinburgh-council-outsourcing-contract-106408-23697801/" target="_blank"&gt;privatisation &lt;/a&gt;of services). Local Blogger Peter Matthews has also decided NOT to engage in the most recent consultation exercise for the Local Plan and development of the&lt;a href="http://drpetermatthews.blogspot.com/2012/01/why-im-not-attending-consultation-event.html" target="_blank"&gt; Leith Docks&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;Maybe its time for communities to take control of the consultation process. It includes nine flats for a total of £900,000, which the  campaigners say is well below the normal market price.&lt;/i&gt;&lt;br /&gt;&lt;i&gt;One-bedroom flats in the area regularly fetch £150,000.&lt;/i&gt;&lt;br /&gt;&lt;i&gt; &lt;/i&gt;&lt;i&gt;The sale will make way for a massive development in the medieval Old  Town that will include a five-star hotel with 211 bedrooms, an 18,000sq  ft conference centre, offices, shops, cafes and 165 new homes.&lt;/i&gt;&lt;br /&gt;&lt;i&gt;Resident  and campaigner Julie Logan said there was strong opposition to  demolishing a number of buildings at the Canongate to allow the  develoment to go ahead.&lt;/i&gt;&lt;br /&gt;&lt;i&gt; &lt;/i&gt;&lt;i&gt;She said: "The sale of these assets was approved just before  Christmas, at a time when all of the interested groups did not have the  time to put together formal objections.&lt;/i&gt;&lt;br /&gt;&lt;i&gt;"The issue is it was  agreed to sell off the land without enough consultation or without  providing any evidence this delivers best value in any kind of way for  Edinburgh.&lt;/i&gt;&lt;br /&gt;&lt;i&gt; &lt;/i&gt;&lt;i&gt;"There are groups who are deeply concerned about the proposals to  demolish the buildings. We saw no need to rush this through. The flats  have been empty for two years now and would need some work done, but  they are not in great disrepair.&lt;/i&gt;&lt;br /&gt;&lt;i&gt; &lt;/i&gt;&lt;i&gt;"The Scottish Government has got to play a role to ensure the best value is achieved."&lt;/i&gt;&lt;br /&gt;&lt;i&gt;The  concern over the agreement of the sale of the assets to developers  Artisan Real Estate Investors comes after The Herald revealed yesterday  the entire project is to be scrutinised by Unesco after fresh fears it  could jeopardise the city's World Heritage Site status.&lt;/i&gt;&lt;br /&gt;&lt;i&gt; &lt;/i&gt;&lt;i&gt;Similar plans for the 640,000sq ft site previously prompted a UN  mission to the capital that ended with Unesco telling then developers  Mountgrange to redraw its plans or risk damaging the critical component  of the accolade, the area's "outstanding universal value".&lt;/i&gt;&lt;br /&gt;&lt;i&gt; &lt;/i&gt;&lt;i&gt;Director of heritage watchdog the Cockburn Association said the  council was "rushing this (sale) through at a very bad time to sell".&lt;/i&gt;&lt;br /&gt;&lt;i&gt;Artisan  Real Estate Investors says it comprises a "powerful consortium of South  African investors which is set to breathe new life into a project that  has been dormant for more than a decade". &lt;/i&gt;&lt;br /&gt;&lt;i&gt; &lt;/i&gt;&lt;i&gt;When first mooted, it was claimed the project could create 2000 jobs.&lt;/i&gt;&lt;br /&gt;&lt;i&gt;Artisan  has taken over the project two years after the previous developer  Mountgrange folded. Dave Anderson, head of city development, said the  sale would help lead to more affordable housing for the area. &lt;/i&gt;&lt;br /&gt;&lt;i&gt; &lt;/i&gt;&lt;i&gt;He said: "The capital receipt will be credited to the Housing Revenue  Account and re-invested in the provision of affordable homes.&lt;/i&gt;&lt;br /&gt;&lt;i&gt;"In  addition to the capital receipt, Artisan will transfer, free of value, a  plot of land earmarked for the majority of the affordable housing on  the consented scheme directly to the council. This plot of land has  planning consent for 36 affordable housing units and will count towards  the overall affordable housing requirement of the consented scheme.&lt;/i&gt;&lt;br /&gt;&lt;i&gt; &lt;/i&gt;&lt;i&gt;"The commencement of the project has the potential to be a catalyst  for Edinburgh's commercial property market and should encourage further  overseas investors. saying&lt;br /&gt;&lt;br /&gt;&lt;i&gt;"We will be working in close partnership with the City of Edinburgh and  local stakeholders to move forward quickly with development plans in  2012. Although a high-quality development, it will be less ambitious  than originally conceived and will be well-attuned to the present  economic climate,"&lt;/i&gt;&lt;br /&gt;&lt;br /&gt;However to date the new developer has not approached any of the local stakeholders including the Old Town Community Council&lt;i&gt; which he refers to in this &lt;a href="http://www.bbc.co.uk/news/uk-scotland-16221234" target="_blank"&gt;interview&lt;/a&gt;&lt;/i&gt;&lt;br /&gt;&lt;i&gt;&lt;br /&gt;&lt;/i&gt;&lt;br /&gt;How on earth can the council agree to sell valuable public assets to a developer who wants to keep their development plans secret. The Council have themselves identified the pressing need to provide &lt;a href="http://www.edinburgh.gov.uk/downloads/file/4959/small_business_space_study_2011_update_final_report" target="_blank"&gt;affordable workspace&lt;/a&gt; in our city, yet community led proposals for bringing Canongate Venture back to use have been dismissed without any discussion.&lt;br /&gt;&lt;br /&gt;Since Mountgrange went into administration there has been many who have visited the site and who, from a 'professional' perspective acknowledge that the Caltongate plans were a well publicised fantasy which never had any real substance to them and actually have been the cause of severe blight to the area.&lt;br /&gt;&lt;br /&gt;&lt;div class="separator" style="clear: both; and that there has been no real change.&lt;br /&gt;To date the council have provided no real justification for selling off these valuable assets, the details of the land dealings were hidden behind the "commercial confidentiality" excuses for years until eventually &lt;a href="http://www.whatdotheyknow.com/request/advice_received_for_sale_of_publ#comment-448" target="_blank"&gt;exposed through FoI requests&lt;/a&gt; shortly before the Caltongate plans were deemed "toxic" by the banks.&lt;br /&gt;&lt;br /&gt;Surely now is the time to invest in community assets not have them striped by developers for a quick profit.&amp;nbsp; &lt;br /&gt;&lt;br /&gt;Now is the time to reclaim the debts to the council incurred by Mountgranges actions (lost revenue for council flat rents, council tax arrears, repair and repainting to the gapsite hoardings) from the administrators.&lt;br /&gt;&lt;br /&gt;Dinna sell &lt;a href="http://www.myspace.com/sootsingers" target="_blank"&gt;The Old Town&lt;/a&gt; In responding to the scandal of the waste of the empty McRae flats, reported in the &lt;a href="http://www.scotsman.com/edinburgh-evening-news/edinburgh/around-the-capital/caltongate_collapse_cost_city_110_000_in_lost_rent_1_1987858" target="_blank"&gt;Evening News&lt;/a&gt;, he said&lt;br /&gt;&lt;br /&gt;&lt;i&gt;“It is disappointing that we are not able  to make revenue from rental property on the High Street but we have been  working with the administrator to make sure a new owner takes over  Caltongate and develops the site. with serviced apartments. Now the residential sector in the Old Town is headed in the same direction. &lt;br /&gt;&lt;br /&gt;&lt;div class="separator" style="clear: both; text-align: center;"&gt;Whilst Edinburgh Council and the Scottish Government celebrate the development of &lt;a href="http://local.stv.tv/edinburgh/news/24353-new-funding-unlocks-new-affordable-homes-in-edinburgh/"&gt;more council housing for Edinburgh&lt;/a&gt;, no support is given to even general housing in the City Centre.&lt;/div&gt;&lt;br /&gt;Last week also saw the submission of a revised planning application for the Fire Site on Cowgate. Out with the Allan Murray designs for &lt;a href="http://www.soco-edinburgh.com/"&gt;SOCO&lt;/a&gt; and in with a new plan, although it doesn't seem to have improved much. Although the playground has been cleaned and locked (pedestrian gate open from 11am -7pm during exhibition) and all guerrilla gardening removed the curators have chosen to leave the internal condition as they found it showing the damage caused by neglect and enforced vacancy over the last few years.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;div style="margin-bottom: 0cm;"&gt;&lt;span style="font-size: small;"&gt;Recent research on the cultural heritage of this local school has found that &lt;/span&gt;it played a key role in the development of public education policy in the UK. The former Caltongate School, which is listed, would not be&lt;br /&gt;demolished."&lt;/i&gt;&lt;/div&gt;&lt;div style="text-align: center;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span style="font-family: Arial,Helvetica,sans-serif;"&gt;The Caltongate scheme and the associated land sales by the council have been widely critisised since its inception by community, &lt;a href="http://www.cockburnassociation.org.uk/default.asp?page=81"&gt;heritage&lt;/a&gt; and architectural groups as unsympathetic, unsustainable and&amp;nbsp;&lt;/span&gt;&lt;span style="font-family: Arial,Helvetica,sans-serif;"&gt;&lt;a href="http://www.guardian.co.uk/uk/2010/apr/16/edinburgh-legal-action-caltongate"&gt;illegal&lt;/a&gt;! Following the report last year that an alternative approach would be undertaken, some believed that a more mature and transparant debate could be had on the future development of the Gapsite and the renewed use of empty buildings.&amp;nbsp;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span style="font-family: Arial,Helvetica,sans-serif;"&gt;Unfortunately it looks like despite the recognition that the recession is a direct result of the bursting of an unsustainable property bubble, CEC's Economic Development department are continuing with 'business as usual' so now are busy working a deal up to accommodate &lt;a href="http://m.propertyweek.com/news/endgame-in-edinburgh/5020012.article"&gt;whichever developer&lt;/a&gt; the Administrators choose. The weekend organised by FORCE (Friends of Riddle's Court Edinburgh) sought to bring people together to confront issues of the day, in the same spirt as the &lt;a href="http://www.ballaterscotland.com/geddes/geddesexhib04web.pdf"&gt;Patrick Geddes&lt;/a&gt; summer schools of the 1890's and was driven by local examples of action within the city and included presentations, talks, walks and discussion.&lt;/div&gt;&lt;div class="separator" style="clear: both; text-align: center;"&gt;&lt;a href="http://1.bp.blogspot.com/_c1bG5uaT13M/TKsFieKL-xI/AAAAAAAAAIU/G9xXnjolabw/s1600/DSCF4816.JPG" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"&gt;&lt;img border="0" height="240" src="http://1.bp.blogspot.com/_c1bG5uaT13M/TKsFieKL-xI/AAAAAAAAAIU/G9xXnjolabw/s320/DSCF4816.JPG" width="320" /&gt;&lt;/a&gt;&lt;/div&gt;&lt;div style="text-align: center;"&gt;&amp;nbsp;On Saturday evening many returned to enjoy the Ceilidh.&lt;/div&gt;&lt;div style="text-align: center;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: center;"&gt;In addition to the local groups involved, the mix of guest speakers (who come from very different backgrounds including land reform, accountancy, philosophy and biology) also contributed and provided greater understanding of many of the wider issues involved. Most recently the Old bus depot, now demolished, was the birthplace of the Bongo Club and Out of the Blue, a home to many other arts groups, local traders and community groups. In the meantime lets get the place productive again....fill the housing on the Canongate (even for temporary residencies) and relet the empty units in the Canongate Venture and bring in some income. launch&amp;nbsp;  tomorrow at 2.30pm at Blackfriars Community Rooms,&lt;br /&gt;Coinyie House Close Gardens&lt;br /&gt;(access through gates from South Grays Close or New Skinners Close, off Blackfriars St)&lt;br /&gt;The exhibition will be on during the &lt;a href="http://www.guardian.co.uk/edinburgh/2010/jun/14/old-town-festival-launch-edinburgh-scottish-storytelling-centre-poetry-library-events"&gt;Old Town Festival&lt;/a&gt;&amp;nbsp; administrators &lt;span class="goog-spellcheck-word"&gt;Deloitte&lt;/span&gt;, with Allied London over the redevelopment of the &lt;a href="http://news.scotsman.com/scotland/Back-to-the-drawing-board.6314150.jp"&gt;&lt;span class="goog-spellcheck-word"&gt;Caltongate&lt;/span&gt;&lt;/a&gt; scheme.&lt;br /&gt;&lt;br /&gt;The good news is &lt;a href="http://www.alliedlondon.com/home"&gt;Allied London&lt;/a&gt; are said be considering how to amend the plans to avoid the demolition of 2 Listed buildings and &lt;span class="goog-spellcheck-word"&gt;McRae&lt;/span&gt; tenements as they do not see the provision of a 5 star hotel as being integral to the redevelopment. Still no talk of providing the much needed family homes then?&lt;br /&gt;&lt;br /&gt;The residential character of Edinburgh's Old and New Towns is a fundamental characteristic of the place and something valued by visitors and citizens alike yet little is being done to ensure we continue to have a mix of residential properties in the City Centre. Throughout the planning process for the &lt;span class="goog-spellcheck-word"&gt;Caltongate&lt;/span&gt; development the urgent need for affordable and family housing was raised and ignored. More recently, during the consultation on the redevelopment brief for &lt;a href="http://news.scotsman.com/edinburgh/We-know-it39s-ugly-but.6298968.jp"&gt;Argyle House&lt;/a&gt; and King Stables Road, the local community again raised the need for more affordable family housing and development to support the existing residential needs in the area, yet the focus still appears to be on commercial development and temporary accommodation (for students or visitors).&lt;br /&gt;&lt;br /&gt;When is &lt;span class="goog-spellcheck-word"&gt;CEC&lt;/span&gt; Economic Development going to wake up to the changes happening elsewhere.&lt;br /&gt;Many other councils have now recognised the value of communities &lt;a href="http://www.dtascot.org.uk/conference.cfm"&gt;developing public assets&lt;/a&gt;. Copies of the programme are also available in many of the venues and other community centres and libraries.&lt;br /&gt;&lt;br /&gt;During the festival there will be lots of oportunities to find out more about some of the famous characters who have lived in the Old Town as well as finding out more about the residents who live there now.&lt;br /&gt;&lt;br /&gt;SOOT will be presenting a community art exhibition which will include a mix of work by and about the characters who inhabit this precious place. First built as a primary school, then changed to a school of building, then craft and small business space for affordable rent. Now it lies almost empty while the Council and Mountgrange's administrators scurry around looking for a new developer to demolish it. text-align: center;"&gt;&lt;a href="http://4.bp.blogspot.com/_c1bG5uaT13M/S8xluDmdKAI/AAAAAAAAAEI/hgqjSixyaiY/s1600/soot+plan.jpg" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"&gt;&lt;img border="0" src="http://4.bp.blogspot.com/_c1bG5uaT13M/S8xluDmdKAI/AAAAAAAAAEI/hgqjSixyaiY/s320/soot+plan.jpg" /&gt;&lt;/a&gt;&lt;/div&gt;Now that the sale of public assets and Common Good Land at East Market St to Mountgrange has been successfully challenged through the European Commission  it is time for the council to rethink their strategy for the Waverley Valley.&lt;br /&gt;Back in 2005 when the Caltongate Masterplan was first revealed to the public, members of SOOT put forward alternative ideas for development which would address the real needs of the area and provide a &lt;a href="http://www.eh8.org.uk/the_alternative_strategy_for_regenerating_the_canongate"&gt;strategy for development. &lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Despite numerous concerns being voiced during the masterplan &lt;a href="http://www.edinburgh.gov.uk/internet/environment/planning_buildings_i_i_/planning_hidden/planning_policies/supplementary_planning_guidance/development_frameworks/cec_caltongate_masterplan_"&gt;consultations&lt;/a&gt;&amp;nbsp; (in particular at the workshops and the well attended &lt;a href="http://www.edinburgh.gov.uk/internet/Attachments/Internet/Environment/Planning_and_buildings/Planning_hidden/Planning_policies/Supplementary_planning_guidance/Development_frameworks/Caltongate%20Masterplan/Community_Planning_Day_Report.pdf"&gt;Community Planning Day&lt;/a&gt; ) Mountgrange's Caltongate masterplan was agreed with little consideration given to the issues and aspirations raised in consultation. This then formed the blueprint for approving the planning applications which followed.&lt;br /&gt;&lt;br /&gt;It was clear to many at the time that the plan was not a masterplan but a detailed plan for an enormous, speculative, commercial development which allowed one developer total control over a very big site (which had been enlarged by the councils agreement to the off market sale of public assets). Many also felt the whole planning process was heavily influenced by the land deal with Mountgrange and should have been &lt;a href="http://www.propertyweek.com/story.asp?storycode=3108369"&gt;called in&lt;/a&gt; The area is to be provided with some £30 -£40million of infrastructure, and will of course be well connected to the tram (at least it is at the end of the tramline where a tram depot is being constructed!), and aims to promote creative design capturing the elegance, walkability and livability of the New Town!&lt;br /&gt;Yet, it appears to be another case of a very large development being promoted by a single developer. &lt;a href="http://www.urbanrealm.co.uk/news/2282/Edinburgh_capitalises_on_New_Town_ideals.html"&gt;City Planners are rumoured &lt;/a&gt;to have employed architects 7N Architects to draw up a design framework for an Arena, hotels, office blocks and of course a public square.&lt;br /&gt;&lt;br /&gt;Whilst some suggest this may be due to development being pushed out of the city by the ever increasing costs of developing brownfield sites in town, there is also a significant number of large scale developments being proposed in the city centre.&lt;br /&gt;With the new planning process well underway, large developments must now include pre-application consultation. This should allow for discussion early on with all stakeholders and of course the costs of consultation are to be borne by the developers but does it work? Is it an improvement to the previous system at either informing the public how to participate or listening to the communities when they do?&lt;br /&gt;&lt;br /&gt;The city centre now has many large new developments going through the new system yet the evidence collected and concerns raised by communities in the last 5 years appears to have had little or no impact in shaping the proposals now being brought forward.&lt;br /&gt;In 2008 SOOT undertook the &lt;a href="http://www.eh8.org.uk/the_canongate_project"&gt;Canongate Project&lt;/a&gt;. This community action research  highlighted the need for much more affordable and family housing, as well as the desire for more sustainable development and making better use of existing public resources to meet local social and economic needs.&lt;br /&gt;&lt;br /&gt;Many of the developments being proposed in the city centre &lt;a href="http://news.scotsman.com/scotland/Developers-bid-to-build-up.6200477.jp"&gt;now&lt;/a&gt;  still are focused on student housing, hotels and apart-hotels, offices and retail/cafes.  They still are designed on large scale sites where the existing buildings and structures will be demolished regardless of their potential  adaptability for other uses and the plans are usually fairly well advanced by the time the public are invited to comment.&lt;br /&gt;Most recent to be announced is the redevelopment of sites  at&lt;a href="http://www.oberlanders.co.uk/projects/housing/sugarhouse-close/"&gt; Sugarhouse Close&lt;/a&gt; and the demolition of the Moray House University sports complex on Holyrood Road.&lt;br /&gt;&lt;br /&gt;This adds to the additional student accommodation planned for the rear of &lt;a href="http://www.ldn.co.uk/potterrow/intro.html"&gt;Festival Theatre&lt;/a&gt; and around the Meadows. Or maybe you are asking Why Vote? or How do I vote?&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Most importantly you must be registered by 20&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;th&lt;/span&gt; April to be able to vote.&lt;/span&gt; If your not registered by 20&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;th&lt;/span&gt; April you WILL NOT be able vote on May 6&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;th&lt;/span&gt;.&lt;br /&gt;Check you are &lt;a href="http://www.aboutmyvote.co.uk/default.aspx"&gt;registered&lt;/a&gt;, do not assume you are because you already pay council tax, &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_3"&gt;don't&lt;/span&gt; forget you can still register even if you &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_4"&gt;don't&lt;/span&gt; have a fixed address.&lt;br /&gt;Many young adults will also not be registered, often due to moving around for college or work. Find out what the candidates for your area stand for, ask them questions during their campaign, will they represent the wishes of those who may vote for them or will they compromise to follow party lines? Now managed through &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;CEC&lt;/span&gt; parks department it is closed on a Saturday afternoon at 3pm and locked!&lt;br /&gt;It is &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_4"&gt;disappointing&lt;/span&gt; that there are so very few small green spaces open and available to the local community that are safe for children to play in, but on weekdays this particular one is often closed before school comes out.&lt;br /&gt;&lt;br /&gt;&lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_5"&gt;Luckily&lt;/span&gt; gardens at &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;Coinyie&lt;/span&gt; House Close and &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;Chessel's&lt;/span&gt; Court have not become gated and the public access through these areas ensures their protection as PUBLIC SPACE&lt;br /&gt;The closes are a much loved feature of Edinburgh's Old Town, the intimate nature of these streets provide &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;playspace&lt;/span&gt; and often a glimpse of something else. They allow us all to experience and understand the compact nature of the &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_9"&gt;medieval&lt;/span&gt; city.&lt;br /&gt;The closes also give a hint to the history of the place, and the people who inhabited them, through their names and local children have always enjoyed them as &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;playspace&lt;/span&gt;, often &lt;a href="http://www.edinphoto.org.uk/1_edin/1_edinburgh_history_-_recollections_edinburgh_old_town_closes.htm#01_bob_henderson"&gt;renaming&lt;/a&gt; them to reflect uses round about.&lt;br /&gt;&lt;br /&gt;The closes and &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_11"&gt;wynds&lt;/span&gt; also provide a safe alternative for pedestrians to the busy main roads around the Old Town but better access to green spaces and routes is needed. Whilst many may object to graffiti and consider it vandalism it must be considered in terms of it's location. Is it really vandalism when it is located on the walls of a BIG UGLY GAPSITE? A big ugly gapsite which speculative developers gave up on when it was revealed a year ago to be &lt;a href="http://www.ianfraser.org/?p=799"&gt;toxic&lt;/a&gt;. A big ugly gapsite which is controlled by administrators who still expect the public purse to cover the costs of maintaining security fencing round it and who insist that council owned workshops and &lt;a href="http://edinburghnews.scotsman.com/caltongatedevelopment/Caltongate-failure-set-to-free.5274268.jp"&gt;houses are kept empty&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;Many of those who remember the bus depot and the mix of creative enterprise and talent which emerged from it will remember the art work which was created inside there both in car park/Sunday market and Old Bongo Club and studios.&lt;br /&gt;Now Edinburgh's official graffiti wall is to be removed at &lt;a href="http://www.randomvandalism.com/Legal%20Wall%20Potter%20Row%20Page.html"&gt;Potterrow&lt;/a&gt; maybe it is time to recreate space for street art in the Canongate's biggest gapsite! propose a stronger 'Scottish identity' but still refer to the site as Caltongate. Whilst many may agree smaller blocks with some traditional features would be an improvement to the anywhere architecture of Mountgrange's Caltongate fantasy the Anta plans fail to recognise that the big problem is the Council's view that Caltongate exists as a place.&lt;br /&gt;The name is as unrelated to the identity of the place as the monolithic blocks proposed in the Caltongate Scheme.&lt;br /&gt;If we are to move forward with a more realistic and sustainable development for the Canongate lets start by referring to the 2 sites being considered by names which relate to their place.&lt;br /&gt;Canongate Venture (previously North Canongate Infant School), Jeffrey Street arches, and the market building are on New St and East Market St. The demolished bus depot (and site of the original Gas Works for Edinburgh) lies beside New St and Calton Road.
